What are the subordinate influential factors of flooding?

Based on the map, the following are the symptoms of the chosen societal problem:

Poor drainage system: Perennial flooding in the community is often because of poor or inadequate drainage systems, some of which have not been rehabilitated because of a lack of infrastructure development stemming from a lack of financial resources. In Metro Manila, for example, poor urban planning has allowed the development of residential areas or subdivisions in low-lying areas which, geographically speaking, are flood-prone. The lack of technology or specialization in understanding the geography of the an area is one the reasons why urban planning has been haphazard and arbitrary at the most.

Second, poor garbage disposal habits in communities exacerbate the problem of our already poor drainage system. The almost non-existence of consistent enforcement of environmental laws and policies create this lack of environmental awareness.

Lastly, there has been an increase in the average rainfall, a symptom of the phenomenon known as climate change which results from rising emissions, and greenhouse gases.

What are the superordinate influential factors?

Poor infrastructure is caused by a lack of financial resource stemming from the misuse of public funds through corruption, and unsound economic policies. 

Poor garbage disposal habits traces its roots to a government who does not support environmental awareness initiatives as much as it should.

Increasing rainfall is a result of unsustainable human activities i.e. fossil fuel burning which increase toxic emissions harming the environment.

Unemployment

Is the unemployment rate increasing or decreasing?

Based on the graph, the unemployment rate has been decreasing consecutively for the last four years, and is at its lowest since 2006. The rates I found, released in October of each year, were sourced from articles from the National Economic Development Authority website, and from the Philippine Statistics Office, which released the figures based on NEDA’s own, annual Labor Force Survey.
